I have a charity, it has been running ten years, but is a burden on the very few members it has, but we see the need for our activity in the area in which we work and want to continue. How can we recruit volunteers to strengthen the management team and establish a fundraising one. We want proper committed and capable individuals but don't have the funds to employ them.

I am assuming from what you've written that you don't have volunteers in your charity already? Now you are at a point where you are ready to expand your team to strengthen management and your fundraising and are looking for volunteers to fill these roles.
There are many committed and talented people out there who are willing to volunteer their time and expertise. You need to find people who are right for your charity. Recruiting and training the right people can take time and money but is worth it when you get it right. How and where you promote these opportunities in your charity will make a difference to who you find. It might be helpful to share where you are based and a little about what your charity does, so others can offer advice here.

To expand on my tweet - if you contact your local volunteer centre they will post your opportunity to do-it for free (for the time being). Reach http://www.reachskills.org.uk/ is also a good place to go for skilled volunteers.
Importantly you need to have written up a really good role description for what you need. And you need to ensure you have good volunteer management in place (some volunteering brokers won't deal with you if you don't meet their volunteer management standards).
